They just started renting out City Hall for weddings last month. I don't think you get the whole building, though.

Frankly, doing wedding rental seems like a good idea to me. Of course, you wouldn't want it to shut off parts of the building the public needs access to. As described, the Stone Arch and Plank Road projects sound like they would shut off such access.
