American Heritage says: 1. Greek Mythology A daughter of Priam, the king of Troy, endowed with the gift of prophecy but fated by Apollo never to be believed. 2. One that utters unheeded prophecies.
OED says: • noun: a prophet of disaster.

— ORIGIN from Cassandra in Greek mythology, whose prophecies, though true, were doomed by Apollo to be disbelieved.

But the psychological definition - Cassandra syndrome - applies to people who believe they can see future destruction but are powerless to do anything about it. (Wikipedia points out that this was well represented in the movie Twelve Monkeys.) This one works for Bill if he's implying Greens are more talk than action.

Classical Mythology or popular psychology, take your pick.
