I think it's very interesting, Mr. Lilligren, that you went to all this
effort for new wine and beer licenses, but didn't lift a finger to help
Portland Lake Motors expand their business to meet demand on Lake St.
after 43 years in that location and almost 100 years in the immediate
neighborhood as residents; but, in fact, stated that you 'didn't want a
car dealership on that corner.'

Right off the cuff I can recall four liquor licenses (or wine and
beer) that have been issued in the 8th Ward to Latino businesses in
the last couple of years. This is, I think, the most represented group
in new licenses in Ward 8.
Under the direction of my office we held the Public Hearings for these
applications out in the community; near the establishments. We brought
translators. All in an effort to make the process more accessible.
In the case of one application there was considerable mediation
necessary between the applicant and near neighbors due to some past
behaviors. We found a way to move forward that satisfied all parties.
I also recently mediated between the City's compliance inspections
department and one Latino operator due to some significant service
compliance issues. I intervened because I thought is was important to
keep this East Lake Street restaurant open - especially due to the
challenges of the reconstruction project.
These are success stories. I would be very interested in hearing the
"unsuccess stories" from Latino applicants. We are all interested in
simplifying city processes. At least that's what we always say.

Maybe. Do we? As a culture, as a state, and as a city we regulate
liquor more than just about anything. I'd be interested in what Mr.
Monserrate, or Latino business operators, think about this.
