What I'm seeing in this story is that the Brighton & Hove council:
1. Had a need - faster connections in the schools
2. Identified a possible solution - contacted a local wireless ISP about fixed wireless

The result was that the city was able to purchase what it needed at a lower cost than the other alternatives, and the local company found the impetus it needed to expand its business model to include long- range wireless. It doesn't interfere with the growing number of free wireless hot spots in town. Everyone wins.

Note that this fixed wireless - it substitutes for running a copper or fiber line to the building. Also note that the council already has a fiber network.

This is really very different from the citywide wireless cloud Minneapolis is seeking, though Minneapolis is also seeking fixed connections that could be met in this way.
