Does Rybak's plan to hire 71 officers mean the city will be DOWN 54 officers,

My Reply:
Mayor Rybak's plan to hire 71 more officers by June 2006 is a NET INCREASE of
71 officers above current levels, including any attrition. Any retirees or
other attrition would be filled AND 71 new officers would hired. This means
that there will be 866 sworn officers, with 603 officers on the street - 41
more than when Rybak took office in 2001.
