Scott - Thanks for the post about who's in charge of the Minneapolis Park System.
I'm not even sure where to start with this one. A lot of my posts to this list carry the torch for limited government, but I still want the elected folks to exercise authority for budgeting, planning, and firing people when necessary (hint, hint).
Let me connect these dots..... a few weeks ago the readers of this list heard of Council Member Barb Johnson's official support for status quo at the Park Board. Knowing that, I'm trying to picture her NOT exercising due authority to create and manage a detailed budget as chair of the city council ways and means committee. If she ever relinquishes that authority, check with the meteorologists.... something just froze over.
