Ah HA, so marijuana is to blame for inner-city problems. And here I had
thought they were caused by a complex set of social issues entailing
systemic inequality and barriers to opportunity.

But since marijuana is the problem, we should outlaw it and things will get
better. Except that we did that.. 68 years ago. Could it be true that
prohibition doesn't work? And if so, how long will it take for those who
live and sleep near open-air drug markets to realize it?
