triggering question - condition 11

Condition 11 states that a TM will be generated if a sufficient interval, e.g. triggerinterval, elapsed since the last trigger message was written for the queue.  I'm trying to simulate this condition and no matter what I try, the trigger message is created immediately.  What sequence of events are required to create a scenario that is described by condition 11?
