Just to let the forum know what the solution to this problem was - 1 - we identified what processes were running under the "Network Service" userid using task manager 2 - W3WP.EXE process was one of these, which happens to be an IIS spawned worker process 3 - Used IIS Manager tool to modify the "Application Pool Identity" properties so that it uses a domain account
Reran the IIS/ASP application which connects to MQ and no more 2063 error !! I never sent the page to the security people. I just executed the process under a local ID and did not go downthe DOMAIN route.
