The z/OS System Setup Guide is the manual you should refer to. The 5.3.1 version manual contains this information in Chapter 2, Task 7 (Create procedures for the Channel Initiator). You are correct in that the return code (x6F) from TCP indicates that permission was denied. The CHIN must also be able to access the CTPIP.DATA dataset that contains the TC/IP parameters.
