Set PARTSTAT=NEEDS-ACTION in ical output
I got some bug reports from Outlook 2010 users that bookings that they
received via mrbs mails were automatically imported into their calender,
without any user action. Apparently this change fixes it.
Google Calender and Outlook 2003 also set this field, even though the
relevant RFC says that NEEDS-ACTION is the default value and can be
omitted.
