I was a bit disapointed to see the behaviour of rrdgraph changing regarding the 
printing of [HV]RULE legend when these rules where out of the boundaries of the 
graphs.  This was in the 1.0.42 release.  I think it can still be useful to 
print the legend.

So here is a patch that introduces a new command line argument 
(--force-rules-legend) so that one can reenable this 'feature'.  I hope it can 
be introduced in the next release, but I'm new in this list and don't know 
about the rules to accept such a patch.

The patch is against a clean source tree of 1.0.46  Should I also port the 
patch to the 1.1.x source tree ?  Or is there much change in this area in the 
new version ?
