In fact, it would produce three: 1, 2 and Combined. Routers2.cgi allows this.
In fact, you can fine tune it further to remove graphs 1 & 2 using the routers.cgi*InMenu and routers.cgi*InSummary options The section in the documentation doesn't explain routers.cgi*Graph particularly clearly, just try it and see what you get.
