I have been trialling NMIS (http://www.sins.com.au/nmis) which does a good job of alerting for Cisco devices as well as graphing (via RRDTool) various things, and producing a range of reports. It is still under active development and has a few quirks and bugs.
The software I mentioned in the last email could also be used (via pings) to test the status of interfaces. You could also look at Tobi's Smokeping.
