Because those values are the maximum values in a 1 second period of a 300 second polling interval, but the graph shows the 5 minute average. Does it make sense that MRTG would graph those values now? I'm not sure what you'd expect, but if a link was showing 20 mb in a 5 minute period, it, would need to be about 4 mb per minute, which is about 69 bytes per second.
