Great idea. I had not checked that. However that didn't fix the issue. Any other ideas.

If they are set to 'Automatically' then it uses some annoying aggressive Microsoft formula that involves ignoring the cache headers. You should instead use 'Every visit to the page' which stops this sort of incorrect caching. The 'Automatic' option can even result in pages being shown when the server is down, or not updating even though the original was sent with 'no-cache' headers.
