The behavior is supposed to be that the last known value is used, unless
"unknaszero" is configured.  Unfortunately, as you mentioned in your
last email, 2.10 appears to have introduced an annoying spike in the
graphs, which no one seems to have a resolution for.

This appears to be the behavior I'm seeing in our v2.10.8 installation -

very severe rate spikes on all graphs when a nonresponsive mrtg server
is 
rebooted.
