I would check the file and directory permissions of where you have your config files. MRTG creates a temp file in that same directory when it is running. Assume you have myconfig.cfg, the file will look something like myconfig.cfg_l_87659 or some other number. Be sure user mrtg has permissions on all the files and the directory.
