It's not an arbitrary value; from the 'MaxBytes' section of the
configuration reference:

"The MaxBytes value is also used in calculating the Y range for unscaled
graphs (see the section on Unscaled)."

>From the 'Unscaled' section:

"By default each graph is scaled vertically to make the actual data
visible even when it is much lower than MaxBytes. With the Unscaled
variable you can suppress this."

It sounds to me like it does exactly what you want?
