I need to track the "AVERAGE" usage for a user over a 72 hour period.  Can I 
use the stored output of mrtg so i can have a program get that average and 
act upon it.  What I need to know is if a person has downloaded over 120 
megs over three days so I can somehow do a script and shut down the switch 
port that he is on.

If you use routers2 as your frontend to MRTG, then you can do this by using
the port status plugin.  You will need to use the routers.cgi*Extension[]
directive to link the plugin to the various Target[]s corresponding to
ports.  More details are given in the documentation with the plugin, in the
extensions subdirectory of the package.
