I have tried that combination as well as others.  When I remove that line or 
remark it out, only the "srvany.exe" MRTG service loads.  The “wperl" service 
still does not load.  I can only get the "wperl" command to load when I start 
it from a command line.

In addition I've added the following items to my registry which seems to have 
no effect.

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MRTG\Parameters]
"Application"="c:\\perl\\bin\\wperl.exe"
"AppParameters"="c:\\mrtg-2.16.1\\bin\\mrtg --logging=eventlog 
c:\\mrtg-2.16.1\\bin\\mrtg.cfg"
"AppDirectory"="c:\\mrtg-2.16.1\\bin\\"

Remove or comment out that line. It does not belong in the config file.
