What and where is the mrtg.old file that you are talking about. I know
that the Interface exist so your first suggestion in what I would like
to try.

Sometimes the mrtg.old file gets corrupted.  Try deleting that.

If that doesn't fix it, then do an snmpwalk on ifName to make certain
that Se0/0/0.700 shows up.
