MRTG's threshold checking is pretty simple, and you can only get either (a) an 
email, or (b) run an external action script.  Check the Thresholding manual 
page at http://oss.oetiker.ch/mrtg/doc/mrtg-reference.en.html and see the 
Thresh*[] directives.
If you want more advanced Thresholding and alarms, then I'd suggest you look 
into something like Nagios which is a proper status monitor.  MRTG is a 
historical graphing package, not really an alerting system
