Yes testing a Partitioner would be tough because the localjobrunner as Brock
said forces 1 reducer. If we integrated the minimrcluster class we could have
multiple reducers. Although there is a hadoop JIRA to add support for multiple
reducers in localjobrunner: MAPREDUCE-434
