Maybe this doesn't answer your question, but:
To hide the sensitive database connection params, there is the
"msencrypt.exe" utility (follow steps at
https://mapserver.org/utilities/msencrypt.html ). For MS4W, you can
open a CMD window, then cd /ms4w, setenv.bat, and then execute msencrypt
(regarding your question, I have not yet tried to store CONNECTION
parameters in the CONFIG file, ms4w.conf, maybe others in the MS4W
community have tried that : https://mapserver.org/mapfile/config.html )
