When you take your mouse over the left hand corner of either a label or
a textbox, your pointer will change to a pointing finger.  At that point
you can drag the textbox or label separate from each other.

If you are asking about having a label in the header section, and the
textbox in the detail section, then select the label and cut it from the
detail section.  Then select the header section and paste it in.

I forgot in creating forms from a field how to make the the text to be
over the box where you put the text. for example i have a table named
"qty" and under it i want the box where you would fill that in. how do i
detatch the box from the text?
