Hi Allan,

1: Users should not be even looking at data using the tables.  Hide 
all of the information behind Queries and Forms.

2: Use the Tools->Startup options to hide the database window

3: Using Tools->Database Utilities->Make MDE to create a compiled 
version of your database that has all the code stripped out of it and 
all the modify permissions locked out.

I'm not sure what the structure of your database/distribution is but 
those three things should lock it down.  The biggest of those is to 
stop your database showing tables and having users use it like a 
spreadsheet.  That's the No.1 no-no
