Brian,
Let's not beat-up on the messenger.  He apparently has the "user from
Hell" who is demanding this crappy design.
Also, you can do client/server with access.  Separate all the tables
into one MDB (called the back-end?) and everything else into another
(called the front-end?)  Copy the front end to each of the client PCs.
Of course you have to link the front-ends to the back-end via the
Linked Table Manager.
