Unfortunately, I think nobody in the current community of developers could
mentor this project for GSoC.
If you want to pursue the project anyway, you might want to check
http://sourceforge.net/projects/carmusty/. I know almost nothing about
Carnatic music but if conversion between Carnatic and common music notation
is possible, I would try to find a suitable format for carnatic music
(maybe text based like in your example).
You might also want to get in touch with the people at CompMusic
http://compmusic.upf.edu/ Some of them are working on Carnatic music
representation.
