Hello, and thanks for your interest! A few questions for you first:

Are you a musician? Do you read music? Have you used MuseScore before? I wouldn't say these are prerequisites, but it's definitely a lot easier to design features for a program if you understand what it does :-). Still, there are some aspects of the accessibility project in particular that don't require any knowledge of music - more about knowing or being willing to learn enough the Qt and the accessibility API's to make sure that user interface elements can work without use of mouse or monitor (eg, everything done by keyboard, with screenreader reading text).

As for getting started on bugs, see the Issue Tracker section on musescore.org to see current bugs, also the forums there. And the Development section there for links to where to download the source, how to compile it, etc. But I think your first priority should be getting to know the software itself first - understanding what it does, and what your proposal would entail.
