OK I don't think not exporting the bank selects is likely to be a big issue, as usually the motive for MIDI export is for rendering the tracks with VST instruments, which probably makes the exported Program Change messages irrelevant also.
So unless the user has exactly the same soundfonts set up in their DAW as they have in MuseScore (which is unlikely) the bank select messages will be redundant.
