You stated quite well how it should work. And rpm _does_ work that way - if root installs a package, it usually is installed system-wide. If a user installs a package, it's installed for that user only, and he probabely will have to override the installation path with something he desires. BTW, there's no problem with overwriting a file brought in with a package - it's still there, within the package, anyway.
