It's sufficient to set up a project directory for the engineered IDE in
some user accessible location and produce the modified or additional
translation libraries there. If everything runs ok with _this_ IDE, the
root user still can move (and re-own) the language libraries to the system
location - only _he_ should do that - and perhaps package the new version
for distribution.
_NO_ need for letting a user trash about in system locations!
If this was allowed, you could just as well load the latest root kit to
your system yourself and set it loose.
