You can do it yourself:
- Store the patched "project.pas" as "project_alllang.pas".
- 'Project'-'Open'-"apps/ide/templates/default.prj"
project templates are normal project, every project can be a project template
- 'Project'-'Options'-'Templates'-'New Project',
change "${TEMPLATEDIR}default/project.pas"
to "${TEMPLATEDIR}default/project_alllang.pas"
- 'Project'-'Save as'-"apps/ide/templates/default_allang.prj"
