Sadly Alexandre doesn't want to work with git so the project could not be cloned to MSEuniverse. Maybe you can find it on his website: http://almin-soft.ru/index.php?komponenty/mseframeimagemaker/tags/mseframeimagemaker I added support for transparent pixmaps, this version is here: https://gitlab.com/mseuniverse/alminsoft/tree/master/tools/mseimagelistextractor but because there is no original git repository it possibly has not been merged.
