I also use Ctrl+Arrows and Ctrl+Shift+Arrows and align widgets visually by the 
design grid which is common for the whole form. That works well for me.
At runtime for complicated layouts I use OnLayout and the TWidget.Place*() and 
Align*() functions and the SyncMaxAutoSize() and SyncPaint*() procedures.
I'll think about a "magnet" function while component dragging.
