All I know is that msegraphutils defines the colors in HEX ( $n..n) . I do not know why some
third parties define theirs as decimals in *.ini files? I must admit, I find it a bit annoying why Pascal-based frameworks choose to save color as decimal values (to disk), when most other languages prefer to use the more well known hexadecimal format in their "save to file" routines. ps: Yes I obviously know they mean the same thing, must when anybody works with color values they most likely reference them via RGB (hexadecimal) notation.
