So is it correct to create the "Corporate Datacenter Servers" group dynamically 
to populate with windows computers and then setup the subscription as follows:
Notify on all alertsraised by any instance in a "Corporate Datacenter Servers" 
group    and of a "Warning or Critical" severity    and with"New (0)" 
resolution state    and last modified by a "System" user

If you subscribed to all classes – yes.  But you can subscribe only to specific 
classes to limit this.

You can create groups of each and then use these groups for your notification 
filters.
 
Groups could be based on Name, OU, IP subnet, or any discovered property of the 
Windows Computer class…. That would help identify it as a datacenter or field
 server.
 
You can create groups of machines that are NOT a member of another group.

Does anyone know of a way to create a subscription that would notify on 
everything except for anything out of a group of servers?  We have our 
corporate data
 center and then servers out in the regional offices.   Trying to send the 
notifications for everything in the data center to a set group of people and 
then the ones from the regional offices to the regional technicians.
