Likely the name was resolving to an IP that they aren't using, or their old IP 
is still in the SCOM server cache.

Best thing to do in the case of a rebuild, is to make sure you delete the agent 
object in SCOM - if you want to push it back out again.  Also - if the IP 
changed, make sure you do an "IPCONFIG /flushdns" on the SCOM server.  You can 
ping the servers by name, from the SCOM server, to see if they are resolving to 
the correct/current IP.

I rebuilt some servers, pushed an install of the client to them. I have a 
couple of failures, with error code 80070005, Access is denied. What's odd is 
this:

An agent "push" install or repair was attempted and failed. The task was run 
from the management server SERVER against the computer CLIENT.

Full Event Description: The Operations Manager Server failed to open service 
control manager on computer SOME OTHER CLIENT. Therefore, the Server cannot 
complete configuration of agent on the computer.

Why is it even trying to get to this other client?
