I'd install the web console locally on one or both management servers. The IIS load is not significant, and there are benefits for authentication when the web console is installed on a MS.
I would NOT install IIS on a SQL server, as SQL really likes to consume all available memory and you'd be required to limit the amount available to SQL when co-hosting applications like this.
