you're right - but it's always a lot of stupid work to upgrade ...

i tried different packages - all the same problem...
i also tried to use a pre-installed cygwin (from thier homepage) with mspgcc -
the same
before every installation i removed mspgcc and cygwin entries from the registry
and did a regclean.

now even mspgcc-030306.exe doesn't want to work anymore! (also the same error)

so - no mspgcc on my private computer anymore ... :-(

as Mark mentioned, make sure there are no multiple cygwin dlls.
but i did not include the gcc patch for win9x and you may have better 
chances wit the latest installer as cygwin had changes to improve win9x 
compatibility in the meantime.

but i have also to say that i dont realy like to support win9x. it's a 
pain. there are so many incompatibitlies and we also depend on other 
libraries which drop support for those over time.

however, if i have the compatibility patch at hand and remember to apply 
it, i'll do it for the next installer, hopefully...
