You could blow the JTAG fuse. You need >2.5V on Vcc at which point >7V on the TEST pin should blow the fuse. It should take 100mA max (on TEST) for 1mS before the fuse blows at which point the TEST pin should look like an open (all this is from page 29 of the data sheet) an no JTAG can be used.
