They can be separate, as long as they stay within the overall limits of the device. Tying them directly together is a bad idea if you want the best results from the analogue section. There should really be some filtering between the two. The current consumption of the 430 is generally low enough (unless you pull lots of I/O pin current from Vcc) that a 10ohm to 50ohm resistor plus a 0.1uF and a 10uF electolytic can be used as an RC filter to the AVcc pin. With careful grounding it woorks wonders for the ADC12 :-)
