no. user applications can not achieve the required timing specs. maybe
if somebody wrote a kernel driver... but so far, no it's not possible.
but you can buy a ez430 kit for $20 for this.

P.S. I noticed that you had used Eagle on a jtag schematic. Have you
taken a look
at gEDA lately? I switched from Eagle to gEDA a couple of years ago and find
it more productive. All of the boards at
http://www.luciani.org/works-in-progress/works-in-progress-index.html
are done with gEDA. All of the footprints used on the boards are
available for download on my website.
