(1) Most FLASH based MSP430 have a small ROM and a way to force the CPU to 
execute the BSL code in that ROM. Thus no matter what the FLASH contends are 
(and independent of the JTAG), you can reprogram the FLASH.

Other kinds of BSL probably are FLASH resident and not as robust as ROM 
resident.
