FYI,

I just installed the Ubuntu 8.04 kernel 2.6.24-17 upgrade package and the issue seems to be resolved.

This problem sounds like the problem that was introduced in 2.6.24, that I fixed (see: http://xgoat.com/wp/2008/03/24/uif-fixing/). That fix is now being shipped in 2.6.25. It probably fixes the issues that you talk about in the bug you registered on Ubuntu's launchpad.
