Seems like nothing wrong in your code.
Did you enabled global interrupts ( eint() )? Which levels scope shows on SCL and SDA? Do you have external pull-ups on SCL and SDA? Which levels scope shows on SDA and SCL with MSP430 reset input tied low? Sergey
