Hi Daniel!

All MSP devices which have the JTAG pins shared with I/O ports do have and 
require usage of the TEST pin. This pin simply switches the port hardware 
between I/O and JTAG. If the device has dedicated JTAG pins, 
there is no TEST pin and the JTAG TEST line isn't connected. The whole 54xx 
family has TEST pins.

P.s.: Is there a windows binary available? The given link only shows linux 
sources.
