That file is created in the build directory, at
BUILD/binutils/bfd/bfdver.h. Earlier in the make output there should have
been text like:
make[2]: Entering directory `/opt/msp430/BUILD/binutils-dev/bfd'
creating bfdver.h
rm -f elf32-target.h
sed -e s/NN/32/g < ../../../binutils/bfd/elfxx-target.h > elf32-target.new
Chances are there are errors earlier in the make output that you didn't see,
or your make doesn't support VPATH correctly. What is your host platform?
Most mspgcc development is done on Fedora 13.
