Amusing. http://www.cygwin.com/ml/binutils/2011-08/msg00158.html hints that GNU's been violating their own license by not providing the complete source necessary to rebuild a system. This explains the change in the upstream tar files, and the removal of the old ones.
The existing patches should work just fine. Future mspgcc patches will be updated to correct the references, but I won't be re-releasing existing patches with the new upstream links. This notice and whatever pointers somebody adds on the wiki will have to do.
